What is CPSC e-Filing and when does it become mandatory?

CPSC e-Filing is a new digital requirement for submitting certificate data for regulated consumer products entering the U.S. Instead of relying on paper or PDF-based certificates, importers will need to submit structured certificate data electronically and reference this data during the import process.

At a glance:

  • Who is affected: Importers of consumer products subject to CPSC certification requirements
  • What changes: CPSC e-Filing requirements move certificate data from paper or PDF-based documents to structured electronic data
  • Mandatory from: 8 July 2026 for most imported products. Products entered from a Foreign Trade Zone have a later effective date of 8 January 2027.

Why CPSC e-Filing readiness matters

CPSC e-Filing readiness connects three key areas

Why CPSC e-Filing readiness matters

CPSC e-Filing introduces a fundamental shift in how product compliance is managed. For companies with multiple products, suppliers and SKUs, readiness depends on more than meeting a filing requirement. Product information, testing records, CPC/GCC certificate data and digital workflows need to be aligned in a structured and traceable way.

Without a structured approach, companies may face data gaps, inconsistent certificate information, manual rework, import-related delays or increased regulatory scrutiny.

Effective CPSC e-Filing readiness can help companies improve compliance visibility, reduce documentation errors and build a more scalable data management process for U.S. product compliance.

    Frequently asked questions (FAQs)

Which products are affected by CPSC e-Filing?
CPSC e-Filing applies to imported consumer products that are subject to CPSC certification requirements. This may include children’s products requiring a Children’s Product Certificate (CPC) and certain general-use products requiring a General Certificate of Conformity (GCC).
What information is required for CPSC e-Filing?
Required data elements include Product ID, Citation Codes, Manufacture Date, Manufacture Place, Product Test Date, Testing Laboratory and Point of Contact. Companies should review product, testing and certificate data early to identify gaps before e-Filing becomes mandatory.
Are PDF certificates uploaded for CPSC e-Filing?
CPSC e-Filing requires structured certificate data rather than simply uploading PDF certificates. Importers need to prepare certificate information in the required electronic data format for e-Filing workflows.
What is the CPSC Product Registry?
The CPSC Product Registry is a secure online system where importers can store and manage product certificate data for CPSC e-Filing. It helps companies organise certificate information in a structured digital format.
What is the difference between a CPC and GCC certificate?
A Children’s Product Certificate (CPC) applies to children’s products subject to applicable children’s product safety rules and is based on third-party testing by a CPSC-accepted laboratory. A General Certificate of Conformity (GCC) applies to certain general-use products subject to applicable CPSC rules, bans, standards or regulations and may be based on testing or a reasonable testing programme.
What happens if compliance data is incorrect?
Incorrect or incomplete compliance data may result in entry rejections, delays, requests for additional information, or increased scrutiny by CPSC and Customs authorities. Accurate and well-managed compliance data is critical to a successful e-Filing program.
Can one test report support multiple SKUs?
In many cases, yes. If multiple products share the same materials, construction, and compliance characteristics, a single test report may support multiple styles or SKUs. However, each product must still be properly linked to the applicable testing and certification records within the company's compliance program.
